Yes, as most of the SA-MP servers are hosted on OVH Cloud, even websites like www.sa-mp.com which made all (almost) SA-MP servers to go down. You can check their status here if you want.. https://status.us.ovhcloud.com. It has nothing to do with Take2 taking down SA-MP or SA-MP shutting down the game-servers as some people suggests. Should be back soon.
