Hello, it's due to your internet connection and when your packet loss is high you get a timeout but the server doesn't notice it and it thinks your name is already in use. If you fix your internet connection I believe it should be fixed. Check out this Blog post, you might find it useful.

If you ever get kicked for cheats by Anticheat, it either means you're lagging or you're cheating. You will not be banned instantly because of your poor internet connection, you'll receive several kicks/warns to fix your internet by either an admin or the Anticheat. Follow these steps to link your game account/s

-Click on your user name in user bar at the very bottom of the page
-Click on Linked Accounts in the displayed menu
-Find the game server you would like to connect your account with and type name of your game account and password you use to login to your game account
-Save the settings by clicking on button Save Click

When you save a vehicle in a house that you sold, there is no way to get it back, you should have saved your car in another house or garage.
This is not a server-sided fault so there isn't any refund passible, be careful next time when selling your houses.

I used to have a huge FPS drop when I smoke weed or shooting with guns so that basically got fixed when I changed my windows operating system, also I removed Cleo and Graphics mod ( i highly disagree with putting FPSunlocker script), I would suggest you make a clean installation of the operating system and the GTA folder without any type of mods.

If none of these steps didn't work for you i suggest upgrading your GPU card to get a smooth FPS.
You may also check google for solutions.

Hello Your game can crash due to some mods... If you have any Mod installed, Remove it and make sure you have a Clean Gta Sa.
