The issue isn't the murder. I was on a mission to assassinate the CEO (T-Bone mission), and this player is exploiting this loophole to avoid being killed and prevent me from receiving the reward. If everyone exploited this, there would be no point in having assassinations, and the server would lose its fun. Please understand the issue.
ALSO and MAINLY,
One of the most serious risks of this exploit is that if the target is under the Witness program, and he paused during the assassination, the Witness programs return and I could face a fine of up to 750K. This has happened to me before, as well as a mental increase of up to 9%. You may see this as a minor issue, but in reality, it is harmful and frustrating to the gameplay experience.
Even pausing or exiting the game during a normal fight is illegal.
I need to reach nIce regarding this issue. It happenes to me again and again. I got fined 750k once, and 500k twice. and I paid over 2millions to reduce mental.

Again, I wass assassin today and I had to kill Police man. Sadly, the recorder wasn't working but I was fast enough to take a screenshot.
He used the same tactic again and:
1- He avoided the death.
2- I didn't recieve the reward.
3- I got mental.
4- I got fined 150k

I have lost more than the amount you are talking about. The report is about someone exploiting unfair glitches and violating the rules, not about the kill or the money.
Ignoring my report raises many doubts about the reported person. All my reports are getting ignored unlike others. Sounds personal issues.
