Hey grobar91 , as for your concern some vehicles can only be upgraded in Los santos customs but the vehicles like Sultan that can be modded at Transfender, but it can only have some upgrades like Paintjob, Hydraulics and Nitro , and all these are included in ft if the car have all the upgrades , no matter from where you get those . But the concern about livery and color , they doesn't count in ft but the if the color is Special and the car got livery it just increases the price of the vehicle . Also guage and neon are included in ft . From next time be sure to ask such questions in-game to the online /helpers.
