Unfortunately perma ban decisions are final and irreversible.
Also creating multiple accounts on web is also against the rules, you should have used the mail support to discuss anything further in your case. Creating multiple accounts just worsens the situation.

These are all the <a href="https://www.gta-multiplayer.cz/en/downloads/">clients</a> which support our servers.
As you can tell from the list, no client is currently compatible with Android/IOS.

Also the official sa-mp website only provides clients for PCs only.

Conclusion: You cannot play on our servers using Mobiles.

IMO The reduced payout could be due to the following factors :
- As you have already stated that the server side bonus has been reduced from 15% to 10%
- Secondly, the /congressmen in S3 may have approved a tax percentage instead of bonus.
