Like hardz said you should try restart your router and restart your pc or if it still doesn't work you should call an admin to solve this issue/problem

since your ip address banned admin won't help you to unbanned your ip i think some of your friend doing multi accounts and also it will lead your ip or both of you will be banned permanent if u always doing it make sure u tell your friend stop playing net cafe :)
