Hello everyone. 
I guess I should start working on this blog, it's pretty much dead but hey I'll try at least. I managed to be a congressman and decided to make a tutorial post for it, so you can be the Honorable one or the dirty group of corruption. So, without any further talks. Let's begin.
Election and Votes
So to enter the Congress, you have to win an election. In order to join the election, you need Level 50 and Corruption Diploma from Greenglass College. You can register for election only during 20:00-12:00 server time. For registering in the election, type command /election and you can see these options.
Choose Register for Election to register for the upcoming election. Election takes place between 12:00-20:00 server time and only when there are at least 2 players registered for election. As soon as the election ends, the player with most votes will be the winner. If 2 or more players tie in the voting count, no one will win the election. You can also see the previous election results from Election Results option.
You can get votes by 3 options:
Campaign van
Players registered for election can purchase a voting van from Interaction menu (/menu > Congress > Campaign van). There is also a 25% chance of receiving 2 votes from a player who votes from the van. While in the van, you can see red names and blips. These are the players that haven't voted anyone yet and they can vote through your van. This is how the van looks like:
Asking for votes
Pretty casual method. I won't mention anyone and talk into this furthermore as it's self-explanatory.
Epsilon votes
You can purchase 5 votes for someone once in 2 hours during the election. You need Epsilon Level 3 and 400 Epsilon points (EP).
Features of Congressmen
You can type command /congressmen to see online congressmen. Well that's players can do as well.
You can chat in a congress chat by using command /cc <chat>.
You can release yourself from prison once in an hour.
You can prosecute a player to give him 2 star wanted level. This does not work on congressmen and police officers.
You can deliver congressman limo (if it's available).
You can increase prison sentence of someone in prison by 5 minutes once in an hour.
You can hire someone as a Bodyguard that gets $20,000 every 5 minutes for being near their congressman.
If someone (even a congressman) attacks a congressman, they will get 2 star wanted level for Assault on a Congressman.

Congress Website
There is a webpage on in-game computer congressofsanandreas.gov. You can find the current status of the actions of congressmen. I'll show and explain all 6 tabs in the page.
Laws
There you can find the status of laws currently applied. Following things can get changes by the actions of congress:
Hospital Charges - Everytime you die, you'll get fined.
Bail - Everytime you get arrested, you'll get fined.
Jobs - Rewards can be received with Taxes or Bonuses. Both can go from 0% to 20%.
Properties - Rewards can be received with Taxes or Bonuses. Both can go from 0% to 20%.
Sales Tax - Price of basically everything, it can go from 0% to 20%
Interest Rate - The money you randomly get.
Gangs - Rewards can be received with Taxes or Bonuses. Both can go from 0% to 20%.
Congressmen Reward - Congressmen can receive reward for staying in limo for a total of 5 minutes. It can go from $0 to $100,000.
Police Weapons - The weapons police officers can collect from Police Stations. It can be Nothing, Pistol, SMG, Shotgun or M4.
Limos - The amount of limos available for congressmen to use.
Social Support - The money you can collect at City Halls in every city. It can go from $0 to $50,000.
Election Charge - The fees to register for election.
Stock Tax - I don't know how stock market works so far. It can go from 0% to 5%.
Road Maintenance Cost - The cost for repairing roads which is an abstract thing. It can go from $0 to $1,000.
Organizations - Rewards can be received with Taxes or Bonuses. Both can go from 0% to 20%.
Warehouses - Rewards can be received with Taxes or Bonuses. Both can go from 0% to 20%.
Prison Sentence for Murder - If you kill someone for no reason and get arrested, that's that. It can be Low, Medium or High.
Car Workshops - Rewards can be received with Taxes or Bonuses. Both can go from 0% to 20%.
Marijuana - Smoking weed basically. If it's legal, you won't get wanted level near cops. If not, you would.
Wealth Tax - Players having money in hand $50,000,000 or above will get fined every hour. It can go from $0 to $100,000.
Finances
This is the page:
This graph tells the financial condition of recent 10 hours with minimum to maximum finances in those hours as well. This also shows the current finances and changes. If finances go below $0 or above $100,000,000, every congressman will get 2 star wanted level for Embezzlement every 10 minutes.
Revenues
This is the page:
It shows how much finances have been collected from taxes, hospital charges, bail, election charges in the last 10 hours.
Expenses
This is the page:
It shows how much finances have been spend in bonuses, congressmen rewards, social supports, road maintenance, Police weapons, Interest rates, Stock market stimulus (whatever that is), prison sentences and marijuana.
Congressmen
This shows every congressmen currently elected. A player can be a congressman for only 30 elections. You can check the details of every elected congressman overall with the stats. Like this for example:
Propositions
For players, they can only see who voted for and against the last propositions.
For congressmen, each can add propositions once in 2 hours. Each proposition can be voted in favor or against. If the voting ends in a tie or majority voting against, it will be rejected. If the voting ends in majority voting, it will be accepted and the law will be changed.
Tips for Congress
Here are some tips I can provide from what I have experienced:
If you want to control the laws, you must have like 7 active friends to get elected in congress after you so majority can get voted in favor.
If you want to earn money from congress, you can choose stay in limo but beware of the players who are hunting down the limo farmers.
Keep finances between $0 and $100,000,000 to avoid getting police problems.
Use Campaign van and Epsilon votes for your favor to earn votes more easily. Advertise for better laws, if you really want to have them.
If you want to grind like regular times, you can try convincing the congress to give bonus to that activity if possible and get it agreed.

I would like to add a few points:
1. You can donate $100,000 to congress finances if you have Epsilon Level 7.
2. You can embezzle $100,000 from congress finances if you have Epsilon Level 8.
3.“ Epsilon Votes: You can purchase 5 votes for someone once every 2 hours during the election. You need Epsilon Level 3 and 400 Epsilon Points (EP) to do this.”
As an EP vote seller, I understand that some may think my price of $380,000 is high. However, it's important to remember that you need to complete many missions to earn those 400 EP, which justifies the cost. Yes, it may seem expensive, but keep in mind that you get 5 votes for each EP vote purchased. When you win the election without breaking a sweat, don't forget to appreciate your local Epsilon vote seller for their contribution!
