It's freeroam, because it's your choice what to do and you aren't tied to do one thing.
Just because cops are getting this nice feature that will replace commands, doesn't mean that something similar isn't coming for other jobs/activities..

This is just Police computer from GTA IV remade to this server the idea was there already apart from hard coding there wasn't much to think about, you should be grateful.

IMO It's amazing, gotta hop into a police car and try it myself.
