1. Open cmd.exe as Administrator.
2. Type command: taskkill /IM "gta_sa.exe" /F.
3. If you can't access the Desktop or any apps, press Ctrl + Win + D to create a new Dekstop, then follow steps 1-2.

4. You can make an Auto-hotkey bind to run this program and create a shortcut of it, or create a .bat file.
