If your mental state level is on psychopath then your 20 minutes of jail time is justified as your crime was murdering a player.

Well, your jail time depends on how much times you've been sentenced to jail and it also depends on your mental status. If you've been sentenced to jail frequently for example 4 times in a row your jail time will gradually increase and on top of that you will get more jail time than usual if you've been charged with murder. By the way, how much is your mental state?

You can't join the event Hide and Seek when less time is left because eventually you will get killed in that event because you won't have any time to hide under 10 seconds, this is the case for only Hide and Seek event, if you're having trouble in joining other events and if you remember the names of the events then please mention it so higher staff members could figure out a solution for you.

Check if your gta_sa.exe has the size of around 14,047 KB or not, if not then downgrade it using a third party patch to 1.0 version of gta_sa.

Check wheather the version of your GTA San Andreas is 1.0 or not, if it's not then downgrade it using a third party patch that you can find on the internet. Delete gta_sa.set file from GTA San Andreas User Files and don't forget to keep it in a backup folder before deleting it. Check wheather the file type is .exe or not. And the last option that I can suggest which also fixed my game crashes is to uncheck gta_sa.exe from run as administrator and check samp.exe as run as administrator from properties > compatibility, also try uninstalling some mods if you're using like widescreenfix, project 2DFX because these mods aren't suitable with every computer.

Delete GTA San Andreas User Files folder from your documents then install the latest version of SA-MP and overwrite the new client in your GTA San Andreas folder without deleting the old one. This happened to me few weeks ago, this should fix your problem.
